Question: ac compressor smoking

ac compressor is smoking at the pulley and making real loud noise but not at higher speeds; was not working before this started but only after I got a tuneup and smog check did it start making noise and smoking...belt too tight or loose?...is this gonna cause any problems to the rest of the system? i was planning to replace the compressor but i am a novice is this something i can do myself then take it in for refrigerant?

    sounds like the belt is loose or the compressor is beginning to fail, better have a tech check this because its a big job to change a compressor and you'll need special equipment.
