Ac works fine when engine cold, or when constantly moving the truck. But once i stop at a light for a while the air warms up noticably. Has a brand new compressor, accumulator, and condenser. got it evaced and recharged with dye, and no leaks. Could it be my fan clutch? truck isnt over heating by the way

I think your correct, this sounds like your not getting airflow through the radiator, but this could be indicative of low refrigerant charge too. If the compressor isn't cycling on/off, then I would look at the fan.
