Blower motor ran constantly then stopped all together. Seen recall for this on other GMC models but not this GMC Denali Envoy, WHY?

Fan blower stopped blowing. I removed the blower and checked the voltage. It showed 10 volts on level 1, 2, 3, and 4, and 12 on 5. Thought that since I was getting voltage and it changed at level 5 that this was enough voltage, so I assumed that the blower motor went bad. Nope, after spending $100 for a new blower motor, plugged the new one in and still nothing. Usually the moving part - the blower motor - goes bad not the simple relay. I have never had a blower relay go bad. Frustrating. I guess the next thing is to figure out how to replace the relay.
