you have an electric cooling fan that is not working. have
the checked out asap or you will overheat your engine!

Chances are, the cooling fan(s) have stopped working either due to a faulty cooling temperature switch, sensor, or the fan itself has failed.
If that fan doesn't come on at the specified temperature (of the cooling system), the engine temperature will rise, and the a/c will seem like its getting weak whe the car isn't moving.
The fan provides the necessary air flow through the radiator and a/c condenser when the car isn't in motion.
