Right after I start the car and let go of the key, it makes a screeching sound like a kazoo. Doesn't sound like a starter, but who knows!

This may be a bad bearing. It may be in the starter, but it may be in the front engine area, like the water pump, timing belt tensioner or something else, it's really hard to know without hearing it. My suggestion to you is to have a mechanic look at it and get their opinion, because this may be an indicator that something is about to fail, like the timing belt tensioner, and that can get real expensive real quick!

I drive a 1999 2.0 beetle as well, i've owned my car for about two years now and every time i start it as soon as i let go of my key it yelps ! so for Christmas 2010 i got a brand new starter and i haven't had a problem until now Feb 1, 2011 I've been hearing a tiny screech noise coming from the starter area. My dad thinks it could be the fly wheel. seems like a lot of people have screeching problems with their beetles.
