When in 4wheel drive and going over 30mph I hear a whine coming from the right front. Is this the differential going out and what can I expect in cost for repair? Cant be just low on dif fluid?

Check the differential fluid. If it's low, add the proper fluid, you have a leak and need to get it fixed. Front differentials seldom wear out considering that they don't operate most of the time. You may have a wheel bearing problem, however.
I don't really know what's wrong with your car so I can't give you an estimate at this time. Find a 4WD shop or a Ford specialist.
