1999 Chrysler Concorde Question: 1999 chrysler concorde, starter clicks, but wont turn over it has a new battery.

son ran car out of oil,battery says 12.72 volts, but starter just clicks

    YOU EITHER HAVE A BAD STARTER OR MOTOR IS LOCKED UP. TRY TURNING MOTOR OVER BY TURNING FRT CRANK PULLEY WITH BREAKER BAR. THAT WILL TELL YOU WHICH IT IS

    ty, yes i can turn the motor with a breaker bar, but someone also told me maybe a starter relay? But thats what i wondered if starter got hot when he ran it out of oil.

    if your starter is clicking that means the pwr is gatteing there,so your starter is most likely bond up solid

    i took the valve covers off, after verifieng the starter works good, found a rocker arm off in the back, how it came off i dont know ,does anyone know what the specs are for torque on the camshaft bolts that hold the camshaft down, i loosened them a bit and i was able to put rocker arm back on.
