1997 960 volvo failed smog -vacuum lines,sensor switches -other emission on 1997 Volvo 850

mechanic at another shop replaced rear 02 sensor, surpentine belt and spark plugs. FAILED FOR OBD SYSTEM CHECK ( malfunction indicator light on or not working)failed as GROSS POLLUTER this time! i paid my current DMV registration but its still not smogged so it is illegal and DMV can tow my car and i will lose it... i dont know what to do to pass smog ? please help I am a mess over this

Sorry but that's crap; If someone wants to work on them they need to purchase the tools needed to diagnose them. Maybe get out of Ca. I did 30+ years ago. There's better places to live, without all the rules.

Please tell me more about your thoughts on this. Franchise tax board says i have to pay them another $215.00 by this mondon top of the 350.00 i paid dmv last week for my 97 volvo registration without passing smog yet and it wasnt even late???? what is going on i just want to smog my car ? It runs great what is going on i need to know if there is an issue with this model that i dont know and that is making me a duck to these mechanics and dmv!

I maintain a customers 97 850 here and had an issue as it got older of getting into areas I had no equipment to be able to access. I have updated with new equipment but would not go below 2000. I then found another that would and purchased it as well. No problems with smog and taxes and all the other fees that you have there since Reagan was governor. Tags yearly around $60 annually. Inspection $14.50 annually. No state income tax.
