Question: 1996 ford crown vic won't shift into park. All other gears work fine.

all other gears work fine. Just no park?

    Possibly a streched shift cable or broken parking pawl in trans. Try removing shift cable from shift linkage on trans and manually putting it into park. This will tell you if your problem is internal to the trans or external.
