Question: 1984 Dodge Emergency brake and lug nuts

Ok i pulled my emergency brake for a couple days while i had the truck jacked up now they are stuck...So i go to take the tire off to try and fix it and i have 2 rusted down lug nuts that are stripped and ....ones just about completely and others gettin there.....how can i get them off and once i do exactly how to i fix the emergency brake

    the cables are seized. common issue back in the day. replace both of them. as for the lug nuts, you may have to drill out the studs from the the nuts to get them off then replace the stud and nuts.
    it takes about an hour or more to drill each stud
