When the car is warmed up the idle will go up to 1500-1700 rpm and will not come down. If I restart the engine the idle will drop back to 800 rpm where it shoudl be but as soon as a drive it the idle goes back to 1500+ rpm.

You need to have your Toyota's Computer scanned. There are several reasons why you could be having these problems. It could be a defective Idle Air Control Motor, it could be a defective Throttle Position Sensor, possibly even a sticking EGR Valve or many other things. Once you scan your Computer, you will be able to really trace down what the problem is and you won't be guessing. By scan I don't just mean check for codes, I mean a data stream where a trained tech scours over the engine input/output data and sees the imbalance or fault condition.
