02' F350 7.3L turbo is getting hot even without a load. on 2002 Ford F-350 Super Duty

02' F350 7.3L turbo is getting hot even without a load. Ihad a superchip programmer on it but returned it to stock and it is still getting up to almost 1200 degrees. I have had a load behind it and it got hot enough for check engine light to come on but go off after a few mins. Help!!!!!!

Engine temp is normal. It has 4" exhaust from the turbo out, seems to be flowing fine. How could i check that? The turbo doesn't make any abnormal noises and seems to run and pull fine, boost gauge shows about normal as always. Recently cleaned my k&n air filter changed fuel filter and engine oil after this started and no change

poss waste gate actuator. remove frt o2 sensors and adapt a pressure gauge to those whole and read exh back pressure. should be close to zero.
